General Administration AP 160 - Appendix A: Occupational Health and Safety Compliance

The Superintendent will identify a Division Safety Coordinator who will have primary responsibility for monitoring compliance with Occupational Health and Safety legislation.

  1. Superintendent and Designates are responsible to:
    1. Lead by example
    2. Promote the philosophy that all employees are accountable and responsible for the Occupational Health and Safety program
    3. Establish the Division’s health and safety program and procedures
    4. Be aware of the Division’s responsibilities under the Occupational Health and Safety Act
    5. Set targets, goals and objectives for the Division’s safety performance
    6. Allocate sufficient resources to allow the Division to meet its health and safety performance goals and objectives
    7. Review and respond to recommendations made by the Health and Safety Committee
  2. Directors, Principals and Supervisors are responsible to:
    1. Lead by example
    2. Implement and enforce established health and safety program and procedures
    3. Ensure that safety training is provided when required
    4. Ensure that tools, equipment and facilities are maintained
    5. Ensure that incidents are reported to Employee Health and investigated
    6. Provide direction during emergencies at the worksite
    7. Ensure that contracted service providers are in compliance with the Occupational Health and Safety and Workers Compensation Board legislation and the Division Health and Safety program and procedures
    8. Attend Joint Workplace Health and Safety Committee meetings when required
    9. Ensure that formal inspections are performed regularly (or designate)
    10. Designate an Occupational Health and Safety representative at each location to assist with Hazard Assessment, inspections, information sharing between Employee Health and the schools/departments
    11. Follow up to ensure that corrective actions are completed from incident investigations or inspections
    12. Ensure Hazard Assessments are completed
    13. Ensure that each new employee receives a health and safety orientation
    14. Ensure that employees under their direct supervision wear appropriate personal protective equipment
    15. Ensure that the employees under their direct supervision have training on all safe work practices related to their duties and responsibilities
    16. Hold employees under their direct supervision accountable for their health and safety performance
    17. Hold regular safety meetings or have safety on the agenda of their regular staff meetings
    18. Ensure their employees understand and are aware of emergency response procedures
    19. Ensure all employees understand how to identify hazards in the job and how to manage them
    20. Ensure all employees understand their responsibilities under the Occupational Health and Safety Act, Regulations and Code
    21. Ensure all employees are aware that they have the right and duty to refuse unsafe work
  3. All Division Employees are responsible to:
    1. Perform duties and responsibilities in a safe and healthy manner
    2. Wear and maintain appropriate personal protective equipment
    3. Report to their supervisor any acts or conditions that may be of danger to themselves, other employees, students, or the general public
    4. Have the right to refuse unsafe work
    5. Report to their supervisor all work related accidents/incidents and work related illnesses
    6. Participate in hazard assessments, inspections and investigations when required
    7. Know and understand their responsibilities under the Occupational Health and Safety Act, Regulations and Code
  4. Contract Service Providers are responsible to:
    1. Ensure that their employees are fully aware of and operate within the Division Health and Safety Program, Policies and Procedures
    2. Ensure that they have Workers’ Compensation coverage for their employees
    3. Ensure that their employees understand the requirements of the Occupational Health and Safety Act, Regulations and Code
    4. Cooperate fully with Division Health and Safety representatives/employees with respect to Health and Safety audits, inspections, incident investigations, hazard assessment and reporting requirements
    5. Maintain a strong commitment towards health and safety in all of their work execution and operations.
