Policy 16: Recruitment and Selection of Personnel

The recruitment and selection of senior administrative personnel is a shared responsibility between the Board and the Superintendent.

The Board further believes strong leadership and administration at the Division and school levels are essential to the effective and efficient operation of the school system.

Specifically

  1. The Board, in the case of the Superintendent, or the Superintendent, in all other instances, will assume the sole responsibility for initiating the advertising process and will make every reasonable effort to ensure all current Division employees are made aware of staff vacancies.
  2. The Board has the sole authority to recruit and select an individual for the position of Superintendent.
  3. The Superintendent shall have authority for staffing all other positions subject to the provisions of this Policy. All leadership positions at the school and central office level shall be term contracts to a maximum of five (5) years.
  4. The following process shall be followed for Associate Superintendent, Business and Finance position:
    1. The Superintendent shall be responsible for creating the ideal profile, advertising and recruiting, reviewing applications, conducting reference checks and ultimately determining which candidates will be short-listed for an interview.
    2. The Superintendent shall include the board of trustees on the interview team.  
    3. The Superintendent shall have the authority to choose the successful candidate.
    4. This position shall have a current written role description.  The successful candidate shall be offered a written contract of employment in keeping with the Division template approved by the Board in relation to compensation parameters, vacation and sick leave entitlement and severance. The Superintendent is delegated full authority to determine initial contract term and renewals.
  5. The following process shall be followed for the Positions of Deputy Superintendent and Associate Superintendent(s), and/or Assistant Superintendent(s).
    1. The Superintendent shall be responsible for creating the ideal profile, advertising and recruiting, reviewing applications, conducting reference checks and ultimately determining which candidates will be short-listed for an interview. However, the Board shall have the opportunity to respond to the draft Ideal Profile prior to the Superintendent finalizing the same.
    2. The Superintendent shall include the Board of Trustees on the interview team for all senior leadership positions.
    3. The Superintendent shall have the authority to choose the successful candidate.
    4. This position shall have a current written role description.  The successful candidate shall be offered a written contract of employment in keeping with the Division template approved by the Board in relation to compensation parameters, vacation and sick leave entitlement and severance. The Superintendent is delegated full authority to determine initial contract term and renewals.
  6. The Superintendent is delegated full authority to recruit and select staff for all Division Office positions other than the senior administration levels detailed above.
  7. The Superintendent is delegated full authority to recruit and select staff for all school-based positions.
  8. All offers of employment shall be conditional on the successful applicant providing a criminal record check and an intervention record check that is acceptable to the Superintendent. Additionally, the Superintendent may require documentation certifying that the candidate is medically fit for the position.
